Yes you can. You want to look in the /steam/steamapps/ folder for the .gcf files, which contain the largest amount of the game (models, textures, sounds etc.). Burn those to disc and when installing the game on steam at the other end, just place the files in the appropriate location and the other minor stuff should be downloaded and the game should work fine.
This i need to know as well. Cause i want to purchase the Half-Life packs from Steam for my Grandpa for Christmas, but his internet is shit, and he using something like Steam would confuse him. So i wanted to buy them, put them on a disc and just mail them to him with the relevant keys.

That is a very tidy deal. Was thinking about getting my brother and I a copy to do some co-op play over christmas - I will certainly look into this.
Does anyone know if the downloads from steam can be burnt to a disc? Reason: I have a reasonable connection, but due to being in the country my brothers isn't great (still ~8MB, but not fantastic). Would be good if I could download something, burn it to a disc and then give it to him to install? I assume this would come with four keys. Not sure how Steam does it - I haven't bought from there before.
